the complaint has this day been laid before me by two seamen against her. Thomson the Master of the Ship "Urgent now at anchor in the Typa, that he has discharged them without paying their wages,
I directed a letter to be written to the said master requesting him to explain the matter and if proper, settle with the men;

Under these circumstances, I am obliged to beg that you will be so good as to send the letters which I now enclose for Mr. Thomson, on board the "Urgent," with an intimation that you are authorized by me to detain that Ship & prevent her sailing from this Port, until the two Seamen's complaint shall be inquired into, and disposed of; and for so doing the present Letter shall be to you, and all others acting under your orders full sufficient authority.
